Yes...even though initial notices of this meeting went to district employees and "insiders", it really is PUBLIC meeting.

And just so we all understand what what a public hearing is...

Public Hearing: Definition
A public hearing is that portion of a meeting designed specifically to receive input from the public. A public hearing may be required by ordinance, charter or statute. The time, place and subject of the hearing must be posted as required by the ordinance, charter or statute. The hearing may be scheduled before, during or after a regular meeting of a council or committee, or may be the subject of a special meeting called specifically for that purpose.
